The bill requires these courier services to maintain secure websites with gambling addiction warnings, protect customer personal information, verify customer age and location, and provide electronic receipts for tickets they store on behalf of customers. Additionally, the bill mandates that the Lottery Enterprise contribute extra funds to Common Pension Fund L in Fiscal Year 2026 to ensure that the retirement systems receiving funds from this account (including the Teachers' Pension and Annuity Fund, Public Employees' Retirement System, and Police and Firemen's Retirement System) receive their full actuarially determined contribution. The courier services are prohibited from charging a percentage of lottery winnings and must be registered with the State Lottery Commission, with unregistered services facing third-degree criminal charges. The Division of State Lottery is also authorized to quickly implement rules and regulations to support these new electronic lottery ticket sales.
