This bill provides a temporary appropriation of $7.463 billion for fiscal year 2026 to ensure that state government operations can continue smoothly before the final general appropriation act is passed. The bill allows state departments, boards, commissions, and institutions to maintain their operations and meet legal obligations, including federal grant and internal service fund expenditures. Additionally, the bill authorizes the state treasurer to make advance payments to local municipalities, cities, towns, regional school districts, or independent agricultural and technical schools that can demonstrate an emergency cash shortfall, as certified by the commissioner of revenue and approved by the secretary of administration and finance. The bill also reauthorizes unexpended balances in capital accounts that would normally revert on June 30, 2025, ensuring that funds necessary for obligations in fiscal year 2026 remain available. These provisions will automatically cease to be operative once the general appropriation act for the fiscal year is enacted, and all expenditures must be consistent with that act.
