This bill amends the Food Security Act of 1985 to expand the purposes of the Regional Conservation Partnership Program (RCPP), a voluntary conservation program that supports innovative conservation solutions. The bill specifically adds flood prevention and mitigation as key objectives of the program. Under the amended law, the RCPP will now explicitly aim to address natural resource concerns on a regional or watershed scale, including: conserving and protecting soil; conserving and protecting water resources (including drinking water and groundwater); preventing and mitigating the effects of flooding and drought while improving flood resiliency; and conserving wildlife, agricultural land, and related natural resources. By broadening the program's scope, the bill seeks to enhance environmental protection and help communities better prepare for and respond to climate-related challenges such as flooding and water resource management.
