This bill makes appropriations for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies programs for the fiscal year ending September 30, 2026. * The Food and Drug Administration (FDA) is allocated at least $200,000,000 for enforcement activities related to e-cigarettes, vapes, and other electronic nicotine delivery systems (ENDS). This includes updating enforcement priorities, listing products with marketing orders or denial orders, and continuing efforts against illegal importation and sales. * $1,667,049,000 is allocated for programs under section 32 of the Act of August 24, 1935, which includes funding for Child Nutrition Programs Entitlement Commodities ($485,000,000), State Option Contracts ($5,000,000), Removal of Defective Commodities ($2,500,000), and Administration of section 32 Commodity Purchases ($40,971,000). Unobligated balances from this appropriation may carry over into fiscal year 2027 for specific purposes, with limitations and notification requirements. * $100,000,000 in unobligated balances from the supplemental nutrition program is rescinded. * $100,000,000 in unobligated balances from prior year appropriations for conservation activities under the Natural Resources Conservation Service is rescinded. * $2,000,000 is appropriated for the Meat and Poultry Processing Expansion Program to award grants to processors of invasive, wild-caught catfish. * $4,000,000 is appropriated for cotton classing activities, including equipment and facility upgrades, to remain available until September 30, 2027. * The bill includes numerous provisions that restrict the use of funds, such as prohibiting the use of funds for certain rulemaking activities, requiring Congressional notification for reprogramming funds, and limiting the use of funds for first-class travel. * The bill also includes provisions related to the definition of hemp, the regulation of animal food ingredients, and the enforcement of certain food safety rules.
