AI Summary
This bill establishes a road investment incentive program administered by the state transportation department to provide matching grants to local road agencies in Michigan. Under the program, local road agencies can receive dollar-for-dollar matching grants for constructing, maintaining, or repairing highways, roads, streets, and bridges, with the critical condition that the matching funds cannot come from federal or state sources. The total amount of grants will be capped at an amount equivalent to 1 mill (1/1000th) of the taxable value of all taxable property in the state. The transportation department will develop and publicly post detailed criteria for application, decision-making, award, and distribution of these grants. Additionally, local road agencies receiving these matching grants must annually verify the amount and source of local road funds they are dedicating to infrastructure improvements. The goal appears to be incentivizing local investment in transportation infrastructure by providing a direct financial match for locally sourced funds.
