This bill amends Michigan's insurance code to expand protections for individuals seeking Medicare supplement insurance policies (also known as Medigap policies). These circumstances include: (1) applying during the 6-month period after turning 65 and enrolling in Medicare Part B, (2) for non-age-eligible individuals applying within 6 months of enrolling in Medicare Part B or within 6 months of the bill's effective date, and (3) when an applicant is currently insured under a Medicare supplement policy and wants to switch insurers within 60 days of their birthday. The bill requires insurers to offer the same premium rates to non-age-eligible applicants as they do to 65-year-olds, prohibits waiting periods or preexisting condition exclusions for these applicants, and mandates that all Medicare supplement policies be made available to qualifying applicants regardless of age. Additionally, the bill provides details about creditable coverage and specifies exceptions for preexisting condition exclusions, ensuring more comprehensive and equitable access to Medicare supplement insurance for Michigan residents.
