This bill directs the Board of Public Utilities (BPU) to conduct a comprehensive study on the feasibility of developing advanced nuclear reactors throughout New Jersey within 18 months. The study, to be done in consultation with the Department of Environmental Protection and the New Jersey Economic Development Authority, will explore the potential for small modular reactors (SMRs) and other advanced nuclear technologies. The bill defines advanced reactors as nuclear power plants with significant improvements over existing designs, such as enhanced safety features, lower waste production, and better environmental performance. The BPU must investigate suitable deployment locations, including former industrial and fossil fuel sites, consult with the Nuclear Regulatory Commission on regulatory requirements, examine economic viability and potential funding sources, assess safety and environmental impacts, evaluate integration with existing energy infrastructure, and conduct public stakeholder sessions. The study will result in a detailed report with recommendations for a potential statewide advanced reactor program, which will be submitted to the Governor and Legislature and published online. The bill acknowledges that nuclear energy currently provides over 40 percent of New Jersey's electricity and is a zero-emission power source, and aims to explore how advanced nuclear technologies can support the state's energy and environmental goals. The legislation will expire 30 days after the report's submission.
