This bill establishes the "SHADE Act" (Saving Hazardous And Declining Environments Act), which directs the Secretary of Housing and Urban Development (HUD) to create a grant program for planting trees in specific urban areas. The program will provide $50 million annually from fiscal years 2026 to 2036 to support tree planting in "eligible areas" such as redlined neighborhoods (historically marginalized communities) and urban heat island zones with low tree coverage. Eligible entities like state agencies, local governments, Indian Tribes, and nonprofit organizations can apply for grants to fund tree planting projects. Applications must include a 5-year timeline and budget, and demonstrate community involvement through public participation plans. Grant funds can be used for project planning, tree purchasing, planting, site preparation, maintenance, training, and related costs.
