Bill Summary
Under current law, the Department of Public Instruction awards grants to school districts and independent charter schools for the purpose of collaborating with community mental health agencies to provide mental health services to pupils. This bill replaces the current grant program with new categorical aid for comprehensive school mental health services to school districts and independent charter schools. Under the bill, beginning in the 2025]26 school year, DPI must annually reimburse a school board or the operator of an independent charter school for costs incurred for mental health services during in-school or out-of-school time, up to the greater of $100,000 or $100 per pupil who was enrolled in the school district or independent charter school in the previous school year. If the amount appropriated for this purpose is insufficient, DPI must prorate the reimbursements. For further information see the state and local fiscal estimate, which will be printed as an appendix to this bill. LRB-3590/1 KMS:amn&wlj 2025 - 2026 Legislature SENATE BILL 347
AI Summary
This bill replaces the current school-based mental health services grant program with a new categorical aid system that will provide comprehensive mental health support for schools starting in the 2025-26 school year. Under the new program, the Department of Public Instruction (DPI) will annually reimburse school districts and independent charter schools for mental health services, with funding capped at either $100,000 or $100 per pupil enrolled in the previous school year, whichever is greater. The bill defines eligible mental health services broadly, including evidence-based improvement strategies, mental health literacy programs, collaboration with community mental health providers, parent training, assistance programs, mental health navigators, system planning, telehealth services, and support for addressing substance use issues. Specifically excluded from reimbursement are direct treatment services, insurance deductibles, non-mental health training, staff salaries for non-mental health positions, and indirect operational costs. If the appropriated funds are insufficient to cover all reimbursement requests, DPI will proportionally reduce state aid payments. The bill also increases appropriations by $83,888,000 for both the 2025-26 and 2026-27 fiscal years to support this new mental health services aid program.
