Bill Summary

Current law requires an individual who is a qualified elector to provide proof of identification to vote. The document that the individual presents for proof of identification must contain the individual[s name and a photograph of the individual. Documents that are considered proof of identification are enumerated in statute and include a U.S. passport, an identification card issued by a U.S. uniformed service, an operator[s license issued by the Department of Transportation, and an identification card issued by DOT. This bill adds to the list of documents that may be used as proof of identification for voting a valid operator[s license or identification card that satisfies federal REAL ID requirements and is issued by a state of the United States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, or any other territory or possession of the United States.

AI Summary

This bill adds a new form of identification that can be used for voting in Wisconsin. Specifically, the bill allows voters to use an operator's license or identification card issued by any U.S. state that meets the federal REAL ID requirements (as defined in Public Law 109-13). REAL ID is a federal law that sets standards for state-issued driver's licenses and identification cards, establishing minimum security standards and prohibiting federal agencies from accepting non-compliant IDs. The bill expands the current list of acceptable voting identification documents to include these REAL ID-compliant licenses and ID cards from any U.S. state, territory, or the District of Columbia. This change aims to provide voters with more flexibility in proving their identity at polling places while maintaining the existing requirement that identification documents must contain the voter's name and photograph.
