This resolution declares an emergency to authorize the Deputy Mayor for Planning and Economic Development to issue grant funds to the African American Civil War Memorial Freedom Foundation, Inc. to support the completion of the African American Civil War Museum (AACWM). The museum, which has been open for over 20 years, plays a crucial role in educating visitors about the often-overlooked contributions of Black and brown soldiers during the Civil War, attracting more than 200,000 visitors annually. The emergency legislation is necessary to extend the grant-making authority, which is currently under expiring temporary legislation, and to help close the funding gap for the museum's expansion. The proposed expansion will utilize the former Grimke School and aligns with the Office of Planning's DUKE small area plan for the historic Cardozo/Shaw neighborhood. The Council determines that these circumstances constitute an emergency, allowing the legislation to be adopted after a single reading and taking effect immediately.
