This bill amends existing New Jersey motor vehicle dealer licensing regulations to require all new and used motor vehicle dealers to establish and maintain a telephone system registered in the dealer's business name, which can include either a landline or mobile telephone. Specifically, the bill mandates that new motor vehicle dealer license applicants must have such a telephone system in place within 90 days of license issuance, and existing used motor vehicle dealers must also maintain a registered telephone system. Previously, the Motor Vehicle Commission only required a fixed-location landline telephone. The bill applies to dealers who buy, sell, or lease motor vehicles, with some exceptions for certain real estate brokers and leasing dealers who are not actively selling vehicles. Dealers must still maintain other requirements like a permanent business location and comply with background check procedures. The telephone system requirement is designed to ensure dealers can be reliably contacted and verified. The new regulations take effect immediately upon enactment.
