This bill requires the Director of National Intelligence (DNI) and other intelligence community elements to develop a comprehensive strategy for enhancing counternarcotics collaboration with the Mexican government. Specifically, within 60 days, each intelligence community element must submit to the DNI a detailed description of their existing relationship with Mexican government entities, including an assessment of potential counterintelligence risks. They must also develop a strategy to improve counternarcotics cooperation and provide recommendations and resource requirements for implementing this strategy. Within 180 days, the DNI must then submit an action plan to congressional intelligence committees, which will include the submissions from intelligence community elements and a plan to enhance collaboration, including potential recommendations for changes in authorities or resources for fiscal year 2026. The action plan must be submitted in unclassified form, though it may include a classified annex, with the goal of improving bilateral efforts to combat narcotics trafficking between the United States and Mexico.
