This bill extends and enhances the Acute Hospital Care at Home (AHCaH) initiative by first extending the waiver program's authorization from 2025 to 2030, allowing hospitals to continue providing hospital-level care to patients in their homes. The bill also mandates a comprehensive subsequent study and report to be completed by September 30, 2028, which will deeply analyze the AHCaH initiative's performance across multiple dimensions. The study will examine criteria for patient selection, compare quality of care between home and traditional hospital settings, evaluate clinical outcomes (including readmission and mortality rates), assess patient and caregiver experiences, analyze cost differences, examine service intensity, and review socioeconomic factors of patients. Researchers will aim to control for selection bias and compare patients who participate in the initiative with those who do not. The Secretary of Health and Human Services must submit a detailed report of these findings to the House Ways and Means Committee and the Senate Finance Committee, providing a comprehensive assessment of this innovative approach to hospital care delivery.
