This bill directs the Secretary of Defense to establish a working group to develop a comprehensive strategy for treating traumatic brain injuries (TBIs) using digital health technologies. The working group will include members from the Armed Forces, Department of Defense civilian employees, and external experts in TBI clinical care, biomedical informatics, engineering, and implementation science. The strategy must identify capability gaps in TBI treatment that could be addressed by artificial intelligence and digital health technologies, analyze existing research and development efforts, and provide recommendations for advancing treatment technologies. Specifically, the working group will recommend ways to address identified treatment gaps, improve TBI treatment through digital technologies, and develop an investment plan to advance technology readiness levels. The Secretary of Defense is required to provide a briefing to congressional defense committees about this strategy by September 30, 2026. The bill amends a previous section of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023, demonstrating a continued commitment to improving medical care for military personnel with traumatic brain injuries.
