This bill establishes a prohibition on the operation of certain "connected vehicles" (networked or internet-enabled vehicles) on Department of Defense (DoD) property, specifically targeting vehicles designed, developed, manufactured, or supplied by entities owned or controlled by foreign countries of concern. By January 1, 2027, the Secretary of Defense must create and publish a public list of prohibited vehicles that pose potential risks to U.S. national security, critical infrastructure, or digital economy. These risks could include threats of sabotage, subversion of technology infrastructure, or unacceptable dangers to U.S. national security. The Secretary is required to review this list annually, consult with other federal agencies, and make necessary updates. By June 1, 2027, the DoD must also develop an implementation plan detailing how they will identify, assess, and prevent these vehicles from operating on military installations, including establishing lead organizations, coordination processes, and assessment metrics. The prohibition will take full effect on January 1, 2028, after which no listed connected vehicles from specified foreign entities will be allowed on DoD property. The bill aims to protect military bases from potential technological and security vulnerabilities introduced by vehicles from potentially adversarial foreign sources.
