This bill directs the Secretary of Agriculture to establish a renewable energy grant program for U.S. territories (Puerto Rico, Guam, U.S. Virgin Islands, American Samoa, and Northern Mariana Islands) within 180 days of enactment. Not-for-profit organizations can apply for grants to fund projects that include developing renewable energy systems, improving energy efficiency, constructing energy storage systems, creating smart grids or microgrids, and training local residents in renewable energy development and maintenance. The bill prohibits using grant funds for fossil fuel or nuclear power facilities. The Department of Energy national laboratories will provide technical assistance to grant recipients, and the Secretary of Agriculture must submit biennial reports to Congress detailing fund disbursement, energy conservation achievements, implementation challenges, and recommendations for further renewable energy development. Additionally, the bill requires the Comptroller General to conduct a study within 180 days examining each territory's potential for modifying electric power systems, expanding microgrids, and improving energy resilience. The legislation authorizes necessary appropriations for implementing these programs, with $1.5 million specifically allocated for the GAO study.
