This bill creates a new type of distinctive license plate specifically for members of the Seabee Veterans of America in New York State. Any Seabee Veterans of America member residing in the state can request a license plate featuring the Navy Seabee emblem by submitting an application to the Department of Motor Vehicles (DMV). To obtain the plate, applicants must provide proof of their membership in the organization. The plate will be issued in the same manner as standard registration plates, with the regular registration fee plus an additional one-time service charge of ten dollars. Before the plates can be produced, the bill requires either a $6,000 surety bond or a minimum of 200 pre-orders. If 200 or more plate sets are sold within two years of availability, the surety bond requirement will be discontinued. The service charges collected from these plates will be deposited into a special DMV distinctive plate development fund to support the design, production, advertising, and distribution of distinctive license plates. The bill will take effect 180 days after becoming law, allowing time for implementation.
