Bill Summary

AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on an emergency basis, the Language Access Act of 2004 to include the District of Columbia Water and Sewer Authority as a covered entity with major public contact; to amend the District of Columbia Public Works Act of 1954 to require that the District of Columbia Water and Sewer Authority submit information regarding disconnections to the Council, the Office of the Attorney General, and the Office of the Tenant Advocate on a monthly basis; to amend the Water and Sewer Authority Establishment and Department of Public Works Reorganization Act of 1996 to clarify the imposition of charges and penalties for late payment of water service charges and bills; and to amend section 431 of Title 21 of the District of Columbia Municipal Regulations to modify the notice requirements to building occupants prior to a water service disconnection.

AI Summary

This bill amends several DC laws to enhance water service regulations and protections for building occupants. The bill adds the DC Water and Sewer Authority (DC Water) as a covered entity under the Language Access Act, requiring language assistance for its public communications. It clarifies the penalties for late water bill payments, allowing DC Water to impose a 10% charge for bills unpaid after 30 days and a 1% monthly compounded penalty for bills unpaid after 60 days. The bill also modifies water service disconnection procedures, requiring DC Water to submit detailed monthly reports to the Council, Attorney General, and Tenant Advocate about disconnection notices, actual disconnections, service restorations, payment plans, and other related metrics. Additionally, the bill updates notice requirements for water service terminations, mandating that DC Water post notices at least 30 working days prior to disconnection in accessible languages, provide specific information about delinquent accounts, and ensure occupants have opportunities to address payment issues. The bill is an emergency measure that will remain in effect for 90 days and is designed to provide more transparency and protection for DC residents facing potential water service interruptions.
