This bill amends the public health law to require that electronic benefit transfer (EBT) services for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) must issue two EBT cards to certain recipient households. Specifically, the second card can be issued to a parent, guardian, caretaker of the covered infant, or a spouse, domestic partner, or parent of the covered mother. The bill stipulates that no card will be issued to anyone under 18 years old unless they are a parent or guardian of a minor child. The New York State Department of Health will be responsible for any additional expenses related to providing these extra cards and is prohibited from reducing the availability or level of benefits for existing or new WIC participants. The law will take effect 180 days after it becomes law, with provisions allowing for preparation of necessary regulations in advance of the effective date.
