This bill establishes a voluntary local emergency warning system that allows residents to opt-in to receive emergency alerts from their municipality or county through their contact information. Under the bill, when individuals apply for or renew a driver's license, they can choose to consent to participate in their local emergency warning system and have their contact information (including phone number, mobile number, physical address, or email) shared with their local government for this purpose. Participants can request removal from the system at any time by submitting a written request, including via text message, and the local government must promptly remove their contact information and stop sending alerts. The bill also requires that participants be given the option to receive warning alerts in both English and Spanish. Importantly, the legislation stipulates that contact information obtained through this system can only be used for enrolling people in the emergency warning system and sending warnings, preventing potential misuse of personal data. The new law will take effect 91 days after the end of the legislative session, providing time for implementation by local governments and the Department of Transportation.
