This bill, known as the FAST VETS Act (Focused Assistance and Skills Training for Veterans' Employment and Transition Success Act), modifies the conditions under which the Secretary of Veterans Affairs can redevelop a veteran's individualized vocational rehabilitation plan. Specifically, the bill updates Section 3107 of Title 38 of the United States Code to provide the Secretary with more discretion in reviewing and potentially revising a veteran's rehabilitation plan. Under the new provisions, the Secretary can redevelop the plan if they determine that the original long-range rehabilitation goals are no longer feasible due to changes in the veteran's employment handicap and that a different plan would be more likely to succeed. Alternatively, the Secretary can choose to disapprove the redevelopment of the plan if they determine that such redevelopment is not appropriate. This change gives the Secretary more flexibility in tailoring vocational rehabilitation support to individual veterans' changing circumstances and employment needs, with the ultimate goal of helping veterans successfully transition to employment.
