This bill, titled the "Space Exploration Research Act," grants the Administrator of the National Aeronautics and Space Administration (NASA) additional authority to lease out real property under NASA's control to specific entities for purposes related to space and aeronautics research, education, training, and technology transfer. These eligible entities include states, their subdivisions, tax-exempt educational or scientific organizations, and institutions of higher education. The leases can be for constructing and operating facilities for activities such as conducting aeronautical and space research, training individuals for space careers, facilitating technology transfer between public and private sectors, and carrying out other space-related scientific or academic endeavors. The Administrator can also enter into agreements to lease back property, provide administrative and instructional support, and delegate these authorities. The bill requires NASA to submit an annual report detailing the mission relevance, financial value, and cost savings associated with these leases, as well as the number of leases entered into. This new authority supplements existing lease powers and can be used regardless of other laws that might otherwise restrict such arrangements.
