This bill prohibits the District of Columbia (DC) government from establishing or maintaining Sister City relationships with jurisdictions located in countries designated as "foreign adversaries" by U.S. law. Specifically, the bill defines a foreign adversary country using the existing definition in federal code, which refers to nations considered potentially threatening to U.S. national interests. If DC currently has any Sister City relationships with jurisdictions in foreign adversary countries at the time of the bill's enactment, it must terminate those relationships either by the existing agreement's end date or within 180 days, whichever comes first. Additionally, the bill stipulates that DC will be ineligible to receive federal funds for diplomatic and international outreach services unless it can certify to the President that it has fully complied with the new restrictions on Sister City relationships.
