This bill, known as the "Uncheck the Box Act," aims to modify campaign finance regulations by prohibiting political committees from soliciting or accepting recurring contributions unless the contributor provides explicit, affirmative consent. Specifically, the bill prevents campaigns from using pre-checked boxes or other passive methods to automatically continue donations. Under the proposed law, contributors must actively and consciously agree to recurring contributions, and simply failing to uncheck a pre-selected box would not constitute consent. Additionally, the bill mandates that when accepting recurring contributions, campaign entities must provide clear receipts for each donation, including details about the next scheduled contribution, and must include instructions for canceling future recurring donations in all related communications. The person receiving the contribution must also immediately cancel any future recurring donations upon the contributor's request. These new rules would apply to political committees, independent expenditure funds, and electioneering communication funds. The amendments would take effect either 180 days after the act's enactment or when the Federal Election Commission (FEC) establishes implementing regulations, whichever occurs first.
