This bill amends the Texas Health and Safety Code to expand the executive commissioner's rule-making authority for youth camps by adding a new requirement to establish minimum building standards specifically designed to prevent and minimize flooding for youth camps located within or near flood-prone areas. Specifically, the bill mandates that the executive commissioner create rules for camps situated within a 100-year floodplain or within five feet of a 100-year floodplain (a 100-year floodplain is an area with a 1% annual chance of flooding). The bill builds upon existing health and safety standards for youth camps, which already cover topics like supervision, sanitation, medical services, and facility safety, by introducing targeted flood mitigation building standards. The bill would take effect immediately if it receives a two-thirds vote in the Texas Legislature, or otherwise will take effect 91 days after the legislative session ends.
