Additionally, the strategy will focus on building capacity and providing resources for border towns. Two years after the initial strategy submission, the President must provide an update assessing the strategy's implementation, effectiveness, and lessons learned. The bill also includes a separate provision requiring the Secretary of State to review financial access and opportunities in Caribbean Community (CARICOM) member states, examining issues like international law enforcement, reporting requirements for narcotics trafficking, potential embassy expansions, and regional capital access programming. All strategy and review documents must be submitted in unclassified form, and data sharing with foreign countries is subject to congressional notification.
