This bill requires the Administrator of the Small Business Administration (SBA), in consultation with the agency's Chief Information Officer, to implement specific recommendations from a Government Accountability Office (GAO) report about modernizing the agency's information technology (IT) systems. The bill mandates that within 180 days of enactment, the SBA must submit an implementation plan to congressional small business committees detailing how the agency will establish and improve IT project management. The plan must address 11 key requirements, including explicitly identifying risk sources, defining risk parameters, creating risk management strategies, developing comprehensive project schedules and cost estimates, and ensuring cybersecurity experts are involved in contractor selection. Additionally, the plan must specify which SBA office is responsible for each action and provide timelines for completion. Within 30 days of submitting the implementation plan, the SBA Administrator must also provide a briefing to the same congressional committees about the proposed improvements. The goal of the bill is to enhance the SBA's IT systems' reliability, security, and efficiency by following best practices recommended by GAO.
