This bill amends Pennsylvania's utility regulations to require electric distribution companies to provide detailed annual reporting to the state utility commission about their load shedding (power reduction) capabilities and impacts. Specifically, electric utilities must report on their ability to execute transmission and distribution-level load shedding while minimizing impacts to ratepayers, including the average power loss duration for different customer classes, technical limitations of load shedding directives, and identification of vital customers and facilities whose power interruption could significantly impact health and safety. The bill mandates that utilities provide information about potential mitigation strategies for critical customers, such as backup generation and battery power for medical devices, and explore the feasibility of providing advance notice of load shedding events. The Public Utility Commission must then compile these reports and submit an annual summary to the General Assembly, Governor, Consumer Advocate, and affected utilities by September 1st. The commission is also required to establish specific reporting guidelines through regulations. Importantly, the bill clarifies that these reports and actions do not constitute approval or acceptance of the utilities' plans by the commission. The legislation will take effect 60 days after its passage.
