This bill authorizes the town of West Springfield to grant 4 additional licenses for selling all alcoholic beverages to be purchased off-premises (not to be consumed on-site), which would be specifically allocated to four local businesses: Calabrese Market, Delaney's Market, The Country Store (KKK&P LLC), and Ye Olde Butcher Shoppe. These licenses are exempt from certain standard restrictions in Massachusetts General Laws Chapter 138, Section 17, but still subject to most other regulations governing alcohol sales. The licensing authority can transfer these licenses to new applicants at the same locations under specific conditions, including obtaining clearance letters from the departments of revenue and unemployment assistance. If a license is not used, terminated, or revoked, it must be physically returned to the licensing authority, which can then reissue it to a new applicant within three years. One unique provision requires the Country Store to return its existing wine and malt beverage license upon receiving the new all-alcoholic beverages license. The licenses must be issued within one year of the act's passage, and the act takes effect immediately upon being passed.
