Bill Summary

AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on a temporary basis, the Volunteers Services Act of 1977 to clarify that the Attorney General for the District of Columbia has the authority to promulgate regulations governing the Attorney General’s use of volunteers; and to amend the Juvenile Curfew Act of 1995 to authorize the Mayor to extend the juvenile curfew hours in the District when appropriate to protect public safety or public or private property, to authorize the Chief of Police to establish extended juvenile curfew hour zones in specified circumstances, to start the juvenile curfew hours at 11 p.m. every day in September, October, and November 2025, and to extend the applicability of the juvenile curfew to 17-year olds.

AI Summary

This bill makes temporary amendments to two existing laws in the District of Columbia. First, it clarifies that the Attorney General for the District of Columbia has the authority to promulgate regulations governing volunteer services, expanding the existing language about volunteer regulations beyond just the Board of Education. Second, and more substantially, the bill modifies the Juvenile Curfew Act to make several significant changes to juvenile curfew regulations. These changes include expanding the curfew age to include 17-year-olds, establishing new standard curfew hours that vary by month (with specific provisions for September, October, and November 2025), and creating mechanisms for the Mayor and the Chief of Police to temporarily extend or establish extended curfew hours in specific zones when they determine public safety is at risk. The bill also introduces new procedural requirements for implementing these extended curfew zones, such as requiring public notice, limiting the duration of extensions, and mandating that police provide verbal warnings before taking enforcement action. The amendments are temporary, set to expire 225 days after taking effect, and will require approval by the Mayor and congressional review.
