The land transfer requires the Alliance to pay the fair market value of the land, determined by an independent appraisal, and to assume responsibility for maintaining the Okhissa Lake Dam and complying with dam safety regulations. The conveyance includes several key conditions: the United States retains mineral rights, road and trail easements, and a right of re-entry if the land is sold to a non-public entity or used for purposes other than public recreation and wildlife habitat.
