This bill requires the Massachusetts Office of Medicaid, in collaboration with the Center for Health Information and Analysis, to conduct a comprehensive bi-annual review of reimbursement rates for applied behavior analysis (ABA) providers who serve publicly aided individuals. The review must include several key components: comparing payment rates with jurisdictions that have similar cost-of-living indexes, analyzing how current rates impact provider recruitment and retention over the past five fiscal years, evaluating increased service delivery costs related to potential future accreditation or regulatory requirements, and identifying any new services or eligible populations that might increase service demand. Following each review, the Office of Medicaid must submit a detailed report of its findings to specific legislative bodies, including the clerks of the House and Senate, the chairs of the House and Senate ways and means committees, and the chairs of the Joint Committee on Health Care Financing. The report must be submitted by October 1 of the year preceding the release of updated rate regulations, ensuring a systematic and transparent approach to evaluating and potentially adjusting ABA provider reimbursement rates.
