This bill establishes the Texas Interoperability Council (TIC), a new state body designed to improve emergency communications across Texas. Notably, the bill exempts the council from certain open meetings and public information laws, giving it some operational flexibility. The initial council members will be appointed with staggered six-year terms, ensuring continuity and expertise in emergency communications planning.
