This bill amends the Texas Health and Safety Code to establish new emergency evacuation and safety requirements for youth camps. Specifically, the bill requires youth camps to create and post detailed emergency evacuation and relocation maps in all overnight accommodation buildings, with maps showing the shortest and alternative routes to a safe meeting point, and the location of emergency equipment. Additionally, camps must provide comprehensive instruction to all campers and staff before their first overnight stay, covering the routes to the safe meeting point, location of emergency equipment and evacuation maps, and how to implement and use these maps. The executive commissioner of the Health and Human Services Commission is tasked with establishing these new health and safety standards and adopting necessary rules. The bill will take effect immediately if it receives a two-thirds vote in the Texas legislature, or otherwise will become effective 91 days after the end of the legislative session. These new requirements aim to improve safety preparedness and emergency response capabilities at youth camps across Texas.
