This bill, named the "Don Young American Grown Act", requires that cut flowers and cut greens displayed in public areas of certain federal buildings (specifically the Executive Office of the President, Department of State, and Department of Defense) must be produced within the United States. The bill defines "cut flowers" as flowers removed from a living plant for decorative purposes, and "cut greens" as greenery or branches removed from a living plant for decorative use. "Produced in the United States" is broadly defined to include flowers and greens grown in any U.S. state, the District of Columbia, U.S. territories, possessions, or areas under the jurisdiction of federally recognized Native American tribes. Importantly, the restriction does not apply to flowers or greens used by federal employees for personal display. The act will take effect one year after its enactment, giving federal agencies and suppliers time to adjust to the new requirements and source domestically grown flowers and greenery.
