The procurement restrictions will take effect one year after the bill's enactment and apply to all procurements made or contracted for in the United States. Additionally, if these agencies receive a gift of cut flowers or cut greens from a foreign government or foreign agent, they must clearly display the origin of the gift and simultaneously purchase an equivalent American-grown flower or green to display alongside the gift.
