This bill establishes the Essential Energy Stability Fund Pilot Program to provide financial assistance to low-income households during the off-season months (May 1 through September 30) for electric and cooling-related utility costs. The Department of Human Services will administer the program, focusing on households in zip codes with higher heat vulnerability or energy burden. Eligible households are those previously enrolled in LIHEAP (Low-Income Home Energy Assistance Program), CAP (Customer Assistance Program), or similar utility assistance programs during the preceding heating season. The program will provide assistance through direct bill credits in coordination with regulated utility providers. The initial funding is $10 million from the General Fund, with the potential to use additional federal LIHEAP carryover funds. The department will collaborate with electric and gas utilities to identify eligible households, apply bill credits, and track program outcomes. Utilities will be required to report disbursements and results to the department. An annual report will be submitted to the Governor and General Assembly by February 1 each year, detailing the number of households assisted, total expenditures, recipient demographics, and recommendations for the program's future. The pilot program is set to expire on December 31, 2027, and will take effect 60 days after enactment.
