Bill Summary
an action is not wearing a mask or facial covering that hides the identity of the officer, and clearly identifies themselves verbally and visibly, and for other purposes. IN THE HOUSE OF REPRESENTATIVES AUGUST 1, 2025 Ms. CROCKETT (for herself, Ms. DEXTER, and Ms. JOHNSON of Texas) introduced the following bill; which was referred to the Committee on the Judiciary, and in addition to the Committee on Homeland Security, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned A BILL To provide that no Federal funds made available to the Department of Homeland Security may be used to carry out any civil immigration enforcement activity under the immigration laws unless each officer conducting such an action is not wearing a mask or facial covering that hides the identity of the officer, and clearly identifies themselves verbally and visibly, and for other purposes.
AI Summary
This bill, known as the "CLEAR ID Act," aims to enhance transparency and accountability in civil immigration enforcement by restricting the use of federal funds for immigration enforcement activities unless specific identification requirements are met. The bill requires that immigration officers conducting enforcement actions must not wear masks or facial coverings that hide their identity, must use vehicles that clearly show their agency's name, and must verbally and visually identify themselves by showing a badge and wearing a uniform representing their agency. The legislation was motivated by several reported incidents of individuals impersonating immigration officers, which the bill argues erodes public trust in law enforcement. Exceptions to these requirements are allowed for medically necessary masks or for undercover operations that have been carefully approved after assessing risks such as potential personal injury, property damage, civil liability, privacy invasion, and the potential for unlawful conduct. The bill applies to personnel from U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, and other federal, state, or local agencies authorized to conduct civil immigration enforcement actions.
