This bill amends the Texas Health and Safety Code to add a new requirement for youth camps regarding overnight accommodations in flood-prone areas. Specifically, the bill instructs the executive commissioner to establish a rule prohibiting youth camps from using any structure as an overnight accommodation if that structure's lowest floor is located within a 100-year floodplain and below the base flood elevation. A 100-year floodplain is an area with a 1% chance of flooding in any given year, and the base flood elevation is the estimated height of floodwaters expected during a 100-year flood event. This new provision is part of a broader set of health and safety standards for youth camps, which already include regulations about supervision, staffing, sanitation, medical services, water safety, building maintenance, and other critical aspects of camp operations. The bill would take effect immediately if it receives a two-thirds vote in both legislative chambers, or otherwise 91 days after the end of the legislative session.
