This bill amends Section 15 of Chapter 138 of the Massachusetts General Laws by requiring alcohol licensees who sell beer, wine, or spirits for off-premises consumption to complete an approved instructional training program every three years. The training program must cover three key areas: (1) understanding the statutes and regulations governing alcohol sales in Massachusetts, (2) preventing illegal sales to minors (under 21 years old) or intoxicated individuals, and (3) preventing "second party sales" - which means stopping situations where an adult might purchase alcohol with the intention of providing it to someone under 21. All employees of the licensed establishment must participate in this training, which aims to promote responsible alcohol sales and reduce underage drinking by ensuring that staff are well-informed about legal requirements and best practices for alcohol sales.
