This bill establishes the National Manufacturing Advisory Council (NMAC) within the Department of Commerce, to be created within 180 days of enactment. The council will serve as a forum for communication between the federal government and the manufacturing sector, with a mission to provide advice on policies affecting manufacturing, identify technological and workforce challenges, and produce an annual strategic plan to help the United States remain a global manufacturing leader. The council will consist of 15-25 members appointed by the Secretary of Commerce, representing private industry (including small and medium-sized manufacturers), academia, and labor, with balanced backgrounds and diverse viewpoints. Members will serve three-year terms and can be renewed twice. The council's key responsibilities include meeting at least twice a year, assessing technological developments and production capacity, soliciting public input on manufacturing trends, providing recommendations on workforce training and education, connecting manufacturers with educational institutions and job training services, and developing strategies to prevent job losses during technological transitions. The council will also focus on supporting underrepresented populations in manufacturing and promoting employee engagement. The NMAC will transfer functions from the existing United States Manufacturing Council and will terminate five years after its first meeting, with the expectation of submitting an annual strategic plan to the Secretary of Commerce and relevant congressional committees.
