This bill amends the existing capital grant program for municipalities under the Consolidated Local Street and Highway Improvement Program, increasing the total funding and providing additional flexibility for how municipalities can use the grants. Specifically, the bill allows municipalities to use up to 25 percent of their annual capital grant allocations to purchase street and highway construction and maintenance equipment and materials, which was not previously permitted. The bill provides for two separate funding appropriations: an initial $648,097,000 and an additional $1,851,903,000, totaling $2.5 billion in grants for counties, cities, towns, and villages to reimburse eligible costs of local highway and bridge projects. The Commissioner of Transportation is required to establish rules and regulations defining the eligibility and criteria for municipalities to purchase equipment and materials under this new provision. Payments will continue to be made quarterly on the 15th day of June, September, December, and March. The bill is retroactively effective as of April 1, 2025, and takes effect immediately upon passage.
