This bill amends the Public Authorities Law to expand the services of the Dormitory Authority of the State of New York (DASNY) by allowing it to provide construction, reconstruction, development, improvement, expansion, and equipment services for facilities to counties, cities, towns, and villages. The bill includes important worker protection provisions that explicitly prevent the displacement of current workers, reduction of hours or wages, impairment of existing collective bargaining agreements, and transfer of existing duties performed by public employees. The bill also specifically notes that alternative delivery authorizations from the Infrastructure Investment Act (a 2015 law amended in 2020) will not apply to projects undertaken by DASNY under this new authorization. The provisions are nearly identical in both amended sections of the law, and the act is set to take effect immediately upon passage, giving local governments a new option for facility development and improvement services through a state authority.
