This bill enacts the "Dollars for Diesels Act", which establishes a new program administered by the Commissioner of Environmental Conservation and the New York State Energy Research and Development Authority (NYSERDA) to provide financial incentives for replacing older diesel-powered vehicles. Specifically, the program targets heavy-duty vehicles (over 26,000 pounds) and medium-duty vehicles (between 14,000 and 26,000 pounds) that are model year 2010 or older. To qualify, vehicles must have been registered continuously in New York for at least three consecutive years. The incentives can include cash payments, grants, or vouchers for owners who retire their old diesel vehicles and replace them with new heavy- or medium-duty diesel vehicles from model year 2024 or newer that meet current emission standards. The program will use existing state and federal funds allocated for diesel emissions reduction and clean transportation initiatives. The commissioner and NYSERDA will develop regulations specifying eligibility criteria, funding amounts, and program administration, and the commissioner must provide an annual report to the governor and legislature detailing the program's outcomes. The act takes effect immediately upon passage.
