Specifically, the bill mandates that state commissioners provide an annual written report by November 1st that includes detailed information about opioid settlement fund expenditures, such as the baseline funding for recipient entities, the amount of funds deposited and spent in the current and future years, the names of fund recipients, the specific purposes and programs funded, and an evidence-based analysis of the effectiveness of these programs in addressing substance use disorders. Additionally, the bill requires that any New York subdivision receiving opioid settlement funds must publicly post on their website an annual update detailing how these funds were spent, what programs received the funds, and how much funding remains unspent. The Office of Addiction Services and Supports must then re-post this information on its own website, thereby increasing public transparency and accountability for the use of opioid settlement funds.
