This bill establishes the Maternal Health Monitoring Pilot Program to improve maternal healthcare for pregnant Medicaid recipients through remote patient monitoring technology for hypertension and diabetes. The program will operate for two fiscal years (2026-2028) and involve no more than 300 eligible participants across multiple counties, including at least one rural county and one maternity care desert area. The Department of Health will select managed care organizations and a technology vendor to provide participants with cellular-connected monitoring devices that track health metrics like blood pressure, weight, and blood glucose levels. The selected vendor must deliver devices, train participants, employ a clinical team to monitor data and provide health coaching, and create an escalation pathway for medical interventions. Participating managed care organizations will receive up to $600,000 in total to cover program administration costs. The clinical team will monitor participants' measurements, provide nutrition and pregnancy guidance, and offer condition management counseling during pregnancy and up to three months postpartum. Within 24 months after the program's conclusion, the Department of Health must submit a comprehensive report to various state leadership bodies evaluating the program's outcomes, including potential cost savings and impact on maternal health morbidity rates.
