This bill amends Michigan's Safe Drinking Water Act to establish a comprehensive microplastics monitoring program in public water supplies. Starting July 1, 2027, and continuing until July 1, 2030, the state department will conduct quarterly testing of public water sources, including Great Lakes shoreline waters, major tributaries, inland lakes, groundwater near agricultural and landfill operations, and considering factors like water supply size and environmental justice impacts. The testing will use standardized scientific methods to sample and analyze microplastics, which are defined as solid plastic materials less than 5 millimeters in size. By July 1, 2031, the department must submit a detailed report to legislative committees that includes comprehensive findings such as testing methodologies, microplastic quantities, source descriptions, potential origins, and polymer types. The report will also provide recommendations for addressing microplastic presence, including potential toxicity limits, a preliminary risk assessment, and suggestions for continued monitoring and public protection. This initiative aims to create a baseline understanding of microplastic contamination in Michigan's drinking water and develop potential future regulatory approaches to protect public health.
