This bill establishes an Advisory Council on PANDAS and PANS (Pediatric Autoimmune Neuropsychiatric Disorders Associated with Streptococcal Infections and Pediatric Acute-onset Neuropsychiatric Syndrome) to advise the Secretary of Health on research, diagnosis, treatment, and education related to these medical conditions. The council will consist of 13 appointed members with diverse expertise, including medical professionals, researchers, advocates, and a parent with a child diagnosed with PANDAS or PANS, as well as additional ex officio members from the state legislature and education department. Members will serve without compensation, receiving only reimbursement for necessary expenses, and will be required to meet periodically, with the first meeting to be called within 60 days of the act's effective date. The council's primary responsibility will be to elect a chair and submit an annual report to legislative health committees by January 1, 2026, offering recommendations on practice guidelines, clinical awareness, educational outreach, and developing a network of experts to assist in understanding and addressing these neurological disorders. The bill aims to improve understanding, diagnosis, and treatment of PANDAS and PANS by creating a dedicated advisory body to guide policy and medical practice in Pennsylvania.
