This bill establishes the Texas Flood Recovery, Reimbursement, and Reconstruction Program to provide targeted relief for people impacted by the July 2025 Hill Country floods. The program, to be administered by the Texas Division of Emergency Management, will offer financial assistance to property owners and renters who experienced flood damage, with priority given to those whose insurance claims were denied. Eligible applicants can receive reimbursements for property losses, with award amounts varying based on the type of property and reconstruction plans. For residential properties, the program may cover up to 50% of reconstruction costs in the same floodplain or 100% of costs if the structure is rebuilt in a less flood-prone location or elevated above flood levels. The program includes specific resiliency standards for reconstruction, such as elevating finished flooring and using flood-resistant materials. Renters can also receive up to $25,000 (or $50,000 in special circumstances) for essential personal property losses. The program will be subject to legislative review every odd-numbered year and is set to expire on September 1, 2035, unless continued by the legislature. To prevent fraud, the division will report suspected fraudulent claims to the attorney general, who can take legal action to recover awards and impose civil penalties.
